TEMPORARY RULE: The Coast Guard is establishing a special local regulation on the waters of the New River in Fort Lauderdale, Florida during the Rotary Club of Fort Lauderdale New River Raft Race, on Saturday, April 5, 2014. The special local regulation will encompass the waters between Esplanade Park to just east of the Southeast 3rd Avenue Bridge. Approximately 100 participants will attend the race. The special local regulation is necessary to ensure the safety of the participants, participant vessels, and the general public during the event. Persons and vessels, except those participating in the event, are prohibited from entering, transiting through, anchoring in, or remaining within the regulated area unless authorized by the Captain of the Port Miami or a designated representative. This rule will be enforced from 11 a.m. to 3 p.m. on April 5, 2014.

PROPOSED RULE: DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement a section of the National Defense Authorization Act (NDAA) for Fiscal Year 2013 to extend the limitations on contractor employee personal conflicts of interest to apply to the performance of all functions that are closely associated with inherently governmental functions and contracts for personal services. Interested parties should submit written comments to the Regulatory Secretariat at one of the addressees shown below on or before June 2, 2014 to be considered in the formation of the final rule. This document also proposes to direct the Wireline Competition Bureau to open a filing ‘‘window’’ to encourage (but not require) rate-of-return incumbent LECs that desire waivers of the category relationships freeze to file during the window. Comments are due on or before April 16, 2014. Reply comments are due on or before April 23, 2014. (To submit comments, visit, reference CC Docket No. 80–286.)

This proposed clarification of Title IV treatment of rollovers is part of PBGC’s efforts to enhance retirement security by promoting lifetime income options.
